From the clip it is very obvious that the tree lacks any secondary root. It seems that the tree was only being supported by its tap root and tertiary roots. This happen in many places especially cities as those who are engaged to beautify the walk way will normally cut off the secondary root to make things easy for them to pave the walkway stones. As such the tree lack any side anchoring support and a simple wild can push it down. 

Maybe if they prune the canopy back each year then the root system would support the tree better. 

The tree in the video didn't fall over, a main branch snapped due to wind force. 

Actually just had another look... It was in the process of falling, then a truck hit and snapped it off.
