A few years ago, when we were living in Jomtien, there was a guy living in the condo right opposite mine who would do this. Two young girls from my wife's family (respectively 12 and 8 at the time), who were visiting on holiday, flagged it to us as apparently he was staring at them very weirdly while stark naked. My wife informed the management, we don't know what happened but he vanished shortly after. Unfortunately, these places attract some disturbed people (thankfully not many).

Well, I spent several years in Jomtien and most people I met were decent folk. There definitely are weirdos in the Pattaya area though, definitely.
