It’s about Thai laws.

Every foreigner fully aware about Thai laws. And they also know that it is applicable only to Thais as they are Thais in Thailand. As far as authorities are concerned, foreigners are immuned to it as those foreigners always bring great fortune to them and to their country.

I wonder why then at police check points I see Thais without crash helmets being ignored and Farang without helmets being pulled over?

That is revenue collection. Farang are from so called developed country and they should know the importance of helmet also.

And if the Royal Thai Police enforced the laws in Thailand the ludicrously high road deaths toll would be reduced and Thai people would "know the importance of helmet also. "

Don't Thais sit the same licence tests as foreigners in Thailand? 

Therefore they too should be aware of the legal requirements to wear a helmet. 

As Ram stated, it's a revenue gathering exercise. No more and no less. 

Why dont they stop locals at the checkpoint? Possibly cause the locals don't have money to pay the fine. Therefore what's in it for the RTP
