Hmmm so this plant was abandoned because the farmers didn't stump up with the agreed cost for power usage. 

Supposedly expecting the government to carry on paying?  The agreement was that the government would pay 75% the first year decreasing by 25% for the next 2 years.  

Then the farmers were to take over all electricity costs.  They didn't due in part to breakdowns with the plant and management not being handed over to local authorities. 

So now they want it fixed.... 

What and a repeat of history? Doing the same action and expecting a different result? 

Perhaps the locals can use the 10,000 digital wallet/handout from the government to get this up and running.

From what I understand from locals is that now a days no one is doing shrimp farming in the south as perviously all their produce are being destroyed by invasive fish species. However when the corporations are involded in such farming there is no such invasive species to eat all those shrimps. As such all the locals stop venturing into shripm farm as many have lost millions in the past when nearing the shrimp harvest seasons. Now only all those big corporations have bought over all the lands and are doing high level farming......
