If there is no more rain, the situation will improve.”

This means, that the people.in charge are helpless and can only hope for no rain.

Isnt it that, what they have done the past 50 years? And it is the reason for the situations now, in case the weather is not following the "dont panic, we have hope and our homes are not in the areas"?
