Looks like they knew that what they were claiming is not happening in reality. Hence setting the foundation for lame excuses for their failure in meeting what they claimed earlier that can be achived. Why the citizen has to keep vigilance? Just go after all the major tour operators in the country and do a background check. It is not that difficult. May be 1st tier cannot be found anything and looks everything is perfect. Just go up the 2nd and 3rd level business partnership. For sure can be easily tackle the issue.
