Just wondering how can one drown into a container which is only his waist height?

Maybe the water level was down and he was leaning over to reach it, slipped and then couldn't use his hands/arms to extract himself whilst his head was under the water. 

Once he had drowned, his body went limp and slid into the container. 

They are actually quite big these water vessels.  Got a few around the house where I live. For a westerner the openings are a bit narrow.  But Thais can fit easily enough.

He could have just drunk the water 🤪

 

Classic case of suicide or in Western terms, 'death by misadventure'.
