"However, the operation resulted in the seizure of over 20 motorcycles, many of which had been modified with exhaust pipes louder than legally allowed. Some of the motorcycles did not have proper documentation. Initial charges were filed under traffic laws against the riders, and the police plan to summon the owners of the rental businesses for further discussions."

 

What is there to to discuss further...just use the road roller to crush them all as all are illegal. Once done, then there would not be any repetition of such acts.
