Following the arrest of two Burmese men in the US who were allegedly working with an arms dealer in Thailand to attack, and potentially kill, Myanmar’s ambassador to the United Nations, the Royal Thai Police are preparing to assist in the investigation. The BiB can't do anything on their own, it seems.

Here, there is a clear indication that a Thai national might be involved, and rather than begin an investigation on their own, they sit and wait for one of the big boys to ask them to do so.

I have no idea why the RTP calls themselves a "police" organization.  They are a poor example of what police should be.
