Easy to cut down on tourists accidents with clear and CONSISTENT policing. Heavily fine any motorcycle rental company that rents a bike to anyone without the correct FULL licence for a motorcycle (not going to happen as if they only rented to the tourists with full licences it would cut their income by about 90%).

Stop and seize the motorcycle of anyone riding without a licence, helmet or with more than 2 people on a bike (not going to happen as the police will just accept bribes to look the other way).

Mandatory jail sentence for drink driving

None of the above will happen as there is actually no will at all on the part of the authorities to tackle this issue but rather just to keep trotting out these 'initiatives' with a nice sound bite and photo opportunity so it looks like they are taking action whilst actually doing nothing.
