Cops do this when they don’t like the offender and it seems like an abuse of power. It’s easier for the cops, jail, court etc to charge him/her when they are already in prison serving a sentence. But the cops pounce on the prisoner’s long awaited day of release and then the slow cycle of arrest, wait, charge, wait, court, wait, sentence, wait starts again. That’s gotta suck. 

That'll teach him to come clean about ALL of his offences at his trial so they can all be dealt with in one hit and no re arrest on release. I imagine this guy is a particularly obnoxious scroat which is why the plod decided to do this to him rather than charge him with all the offences at the start.
