Just wondering  why it took such a long time to arrest a well know person? Looks like the cat is waiting for the mouse to crawl to it.

"Vigen left Koh Pha Ngan after the accident but he recently returned to the island for work. He was arrested four days after his arrival. Channel 7 reported that Vigen admitted to his actions and even smiled at officers from the Tourist Police Bureau during the arrest on Friday, July 5."

Sounds like he has already made a deal to pay off the injured party and say sorry so that everything is all neatly swept under the carpet.
