Good idea. The King Power duty free space is most likely not generating the revenue needed to justify the size and location. Consumers are avoiding expensive airport shops . What they want are quick fixes, particularly food and entertainment. Use of some of the lower level floors for post security dining would be a profitable option and satisfy consumer demand. No need to have large government offices directly in the airport. Move them offsite or to underused areas like the basement corridor between the Novotel and the airport link station. The airlines are asking for additional space for lounges and they are more profitable than  government use. And every dollar AoT can raise from better use leasing, means less likelihood of higher passenger use fees.

I had a discussion on here a couple months ago that I thought BKK was one of the worst airports in the world 

 

Designed horribly with a major walk through the "Duty Free Mall" before you get to anything 

 

Then the space they have given restaurants is so small that the seating is so tight in most of them

 

 

Hopefully this improves all that
