When were any of this transport mafias given public lands to control as their premises?

It's a problem nation-wide, and the authorities, who are always touting that the "tourism reputation" must be protected are doing f-all about this.

At the same time it's not that hard not to get into arguments/fights with them. Some of them are even benevolent, mind you. And usually tourists are pretty happy about it all and it kind of just works for locals?
