Hardly a dangerous criminal. And honestly, I doubt he was taking work away from Thais. It is not as if learning to drive properly is a priority in Thailand. Yes, he was  wrong to work, but he was causing no harm and he most likely had no intent to cause harm.

It's a snap shot of a wider problem a large number of Russian and Ukrainian young men that came here of their own accord or sent by their parents to avoid the possibility of being drafted into their respective Armed Forces and now figured out you can't live on fresh air in Thailand. 

These young men are now at high risk to being exploited by they're fellow Countrymen for more nefarious activities.

They teach you to ride one handed whilst using your phone in the other hand. 

They also teach you how to ride with one entire family of 3 generations together in one motorcycle
