Are they serious??  Of course not - this must be lost in translation. There is no way Thai factories that use cheap import labour can switch to and make medical instruments.  Thailand's Auto industry is in peril - other countries nearby are doing it cheaper and better, and Thailand is not adapting.  When Tesla choose Malaysia as its SEAsia manufacturing and headquarters over Indonesia and Thailand was not even considered, that should have sent them a clear message, but they did not listen as always. Thailand's auto industry is just not sustainable in the long run unless they change - the sooner they do it the better off they will be.

Expensive, slow and inefficient to make them here - versus making them in China. Until the Thai Govt accepts that reality and provides Chinese companies with real incentives to manufacture their EVs in Thailand, including tax relief and financial assistance and labour law reforms, then things will not change and will continue to decline.  Plus of course the high Baht does not help.
