Stupid to have zero tolerance, I think. Anti-drug measures work best when they get to the nodes of distribution, and if possible, the production. Going after users and even the petty dealers, is a red herring. It is necessary to choke the supply. Neither the 'war on drugs' mentality not its liberal counterpart, are seriously geared to focus on the problem. As we see from the US example, politics just gets in the way.

You’d think Thailand would have learnt that their draconian drug laws only facilitate prison overcrowding without affecting drug supply. Stupid is as stupid does.
