I don't see any benefit in this.  It isn't logical.

"Opening additional halal market channels..." from Thailand to the northern states of Malaysia?  Someone hasn't been to any of the border crossings to see the never-ending line of trucks moving goods from one country to the other, it seems.

None of the northern Malaysian states is especially prosperous, as they all have strongly Islamic fundamentalist governments in place.
