No point in blaming the foreigners when there is a big hole in the system which is being manupulated by them with the help of locals. May be the authorities have to look into a system of check and balance working with the inland revenue department regarding the annual income tax clearance of these mushroom business. Should they failed to submit the previous year income statement, just cancel their licence immediately if the business has foreign partner and blacklist the local partner.

Now expand the operation to other places with large Russian populations I would suggest Pattaya and Bangkok as a good start point.
