Project completion expected in 2029.

Translation: maybe 2030 or later. Alot can happen in 6 years including a  tourism crisis. Any conflict in the region like China v. Taiwan, or Kim firing missiles at Japan will destroy Thai tourism. Add to this the terrible state of Thailand's environment (polluted air and water), looming droughts and poor tourism infrastructure and this is another project too little and too late. Thailand's hospitality strategy is a decade behind the times and is too dependent on the Chinese.

sounds like you won't be around long enough to see.
