A revolving door. Drug offenders don’t get parole meaning no welfare checks after release. In prison he likely wouldn’t have received skills training or preparation for reintegration into society, just booted out the door with a taxi voucher for a few hundred baht. No wonder they go back to doing the only thing they know. 

It is a multi billion dollar industry and many (influential) people in the coutry have their part of share from such a business either directly or indirectly. And if these convicts are rehabitated, then who is there to continue the trade?
