All that the authorities can do is to ensure their safe arrival to check-in and safe departure to check-out. In between the tourists has to behave and manage themselves. Most of the incidences that happen to tourists are self inflicted. May be they need to have a "Toursits Safety Awarness" course  for those tourists in UK itself before boarding the plane to Thailand. 

For sure most people are responsible for their own bad circumstances, but it's good that the Embassy is advocating for the Thai government to do more.  For example, lots of tourists are hurt and killed renting scooters.  Are Thai police enforcing helmet laws, such as they are?  (We know the answer to that.)  Are they fining rental companies that don't give insurance?  That sort of thing.

We know Thailand is very image-conscious; it's not a good look for them for foreign embassies to be complaining about stuff they could do something about.
