Look at where the tourists are coming from.  Except for South Korea, the countries are not noted for high-end spenders.  It should be noted that China is facing economic challenges, while tourists from India are careful, conservative spenders. The high end spenders will not subject themselves to poor air quality. They will vacation somewhere else.
