Am I being cynical when I read " no charges had been filed against the German tourist yet. Police were awaiting an interpreter to assist with questioning both parties to gain a clear understanding of the situation."..............and in my mind it translates to no charges had been filed against the German tourist yet while the police work out how to make money out of this.

If true, this jerk should be tossed out of the Kingdom. Immigration mcould be saving other visitors from him as I have a hunch he's the type of buffoon who tries to reserve a sun lounger at 6 AM by putting his things down and then disappearing for 4 hours.

Highly doubtful he could do this in his own country. 

If he's German: "Smoking is prohibited on transport such as streetcars, trolleys, buses, and taxis."

One should follow the law in the country they are visiting, as well: "The Tobacco Products Control Act (TPCA) of 2017 authorizes the Minister of Public Health (MoPH) to designate places as smoke free or smoking restricted. Under the 2018 MoPH Notification, all public transport is 100% smoke free. The law also prohibits smoking in transport terminals, train stations, and passenger boat piers."

This is bound to upset a few on here. There is nobody more ignorantly anti social, or incredibly annoying,  than smokers, who seem to have no conception of their impact on others. Add vapers and drunks to that very short list.

Smokers are the rudest, most inconsiderate addicts there are.....

My wife and I foud a great little hotel on Kamala Beach years ago, been there many times

 

Now taken over by these low class older tourists who play the towel game

 

One afternoon at around 1pm

Me and my family went out to the pool

We were sat on loungers but no umbrella

I went and grabbed an unused umbrella that was tied up, no one seated near it and rolled it down to out loungers

 

These 2 old ladies said it was her friends(that had not been to the pool that day!)

 

I told them to get fxued

Germany is a big investor in Thailand and we all know  who spends a great deal of time in Germany.
