If you’re serious about clamping down on scammers, you need to make punishment “meaningful”.  By that I mean 10 years minimum with no time off for confession and reenactment.  Thai justice where by the sentence is halved by confession is total bull.  You apprehended the culprit, have evidence and witnesses,  but the prosecution is too lazy to try and convict for the full extent of punishment. By letting criminals serve only half their sentence because authorities are too lazy, encourages more criminal activity.

Criminals only get a reduction for cooperating if it is their first conviction of a particular offense, they plead guilty and the judge agrees. Commit the same offence at a later date and no reduction is possible.

The difference in crimes against society is that the accused will be charged with one count for each instance of fraud/scam call meaning one sentence per instance with sentences to be served consecutively. So 2 years per count - 50% reduction x (100 counts) = a long, long time.
