This makes good sense but is around 30 years too late.  I remember discussions before the new BKK,  by my ex airline employer, at the time, one of the Worlds largest logistics and cargo companies.  We were refused what we needed because we couldn't use DMK or U Tapao to any great effect due to restricted space and lack of financial incentives.  Wait for the new BKK we were told.  Too late boys.  It may still work, but they are way behind the 8 ball in World Air Cargo movement, as the new ER freighters, such as the B747- 800 and B777F mop up the trade. No need to stop in BKK.   

It also doesn't sit well with geography, as Bangkok is basically a dead end of the Gulf.  Go there and just turn around.  Point to point works, but not as well as a hub for inter model freight. 

Hong Hong and Shanghai Pudong dominate the Asian air cargo activity and this reflects China's important  manufacturing status for various products. Incheon, Taipei and Narita  have their positions because of the importance of their nation's respective manufacturing output.  Thailand's cargo traffic reflects  its local industries of agriculture, flowers, and seafood. There isn't much room to grow and Thailand is not going to be able to  take market share from the current Asian hubs because those hubs are integrated with the their respective local manufacturers.
