I predict a sharpe rise in drug arrests in other, near-by Asian States, some of whom have the Death Penalty for possession.  It will be no good at all when a dumb tourist ( and there are very many of those) say to, for example, a Singapore or Bali Judge, 'but Your Honor, it is legal in Thailand, where I was yesterday and I forgot I had this in my luggage'.

Have to ask oneself, who has historically controlled the "illicit" drug trade as it applies to Thailand. 

If you've figured this out, you'll surely understand why the surface rhetoric is a three-ring circus as well as a farce.
