"...lacked a sufficient number of life rafts..." ?  The boats in the pic seem too small to accommodate life rafts.

Perhaps "life preservers", "life jackets", "life vests" or even go back several decades to "Mae Wests" or "cork jackets" So many ways to say this correctly, if that's what they are referring to.
