Perhaps the authorities should be proactive and deal with the pollution from the vast amount of old vehicles polluting the air, take them off the road and destroy them, compensate the owners with a low interest loan to replace the vehicle. Exhaust emissions can be checked easily by the roadside, the road traffic police are good at putting in pinch points. A three minute exhaust check would identify the offenders, the message would soon get around, the pm reading would head South with a little help
