More empty threats. There is little likelihood that the Thai government would  break the near monopoly contract TG has, so why make the threat? Yes, ground services have not been stellar. Unfortunately, this is the problem worldwide with some exceptions. It is not as if Swissport or Menzies are any better. There are staff shortages everywhere.  Try an Air France or British Airways experience. Fly Air Canada the  airline with one of the worst OTPs in the world, and the Thai experience is still better.  Covid resulted in large layoffs and the  service contractors were conservative in their hiring and training of new staff once airline travel started to recover. We are only entering into the 2nd year of the recovery, so it will probably take another  year to regain staff and experience.

And before anyone slams baggage delivery at BKK, just remember that ramp crewing and head count is controlled by the airlines. It is the airlines who authorize how many people will work an aircraft and if the airline wants to keep costs down it uses fewer staff. Service providers get blamed when  Customs slows delivery of bags because they want to inspect on the tarmac or at the  baggage dock. And passengers are often the cause of the baggage delivery delays  because the bags that have loose straps  or multiple baggage tags, gum up baggage delivery system.
