How could a latex spill leads to "treacherous terrains".. Latex is normally transported in tanker vehices. Further latex is collected in drips and every drop is money. I have a feeling it is mainly due to the poor drainage system where the rain water cannot quickly be drained due to clogged drainage or poor design of the system. Some one is trying to link between the Knee and bald head.

Been there, done that.  My daughter is 40 years old now.  Some leak!
