Just put all these different notorious gang member in a cage and lock them. Just let them decide who is the most powerful among all the gangs. By the time the results are out, most of the gangs would have been banished automatically. And after that can use the law to tacke the rest.

And only after 'several years' he decides to take some actio? Methinks this is just talk and he will follow in th fine tradition of the Royal Thai Police and do nothing.
