Using existing infrastructure geared towards security is the most logical choice for establishing dedicated rehabilitation centers. Of course there will be abuses of power and human rights abuses but no worse than currently experienced by the inmates of Thailand’s prison system. Nowadays drug addicts have a choice - jail or rehab - and that’s a step forward.
