3 children on a motorcycle being driven by a 12 year old after midnight, I would suggest the parents should be asked to do some explaining! Of course if the wonderful Royal Thai Police regularly policed this sort of thing I doubt they would have tried it.

Sad, but so typical of Thailand where motorcycle fatalities continue, despite all attempts at a solution. The sorrow and guilt of their parents must be unbearable.  Prayers and condolences go out to them.

despite all attempts at a solution   Really?  I mean really?  what attempts are those then?  I see no attempts made by either RTP, the government, any government, or parents to try to solve this issue. The reason, poverty.  If this is your only form of transport, that you can afford, then that's what you all use.  Hence Asia is inundated with small motorbikes, with ill trained or untrained riders, no protective gear, no insurance and no clue how to solve it. This accident, sad,  yes, predictable, absolutely.

What attempts at a solution? How many times do you see people on motorcycles 3 or more up not wearing helmets ride past police officers who do nothing to enforce the law that is already in existence? How many times have you seen children below minimum age riding motorcycles to and from school? There is NO will by the authorities to address the problem of motorcycle fatalities apart from a few 'sound bite' announcements from politicians and the police now and again with nothing done to back it up.
