Poor maintenance is sadly all too common in all vehicles in Thailand both commercial and private. I just don't understand why there seems to be no will to combat this.

Surprisingly  enough , a big element in these issues is the detrimental effect of a tropical environment, and the associated climate.  Most of us owning houses and condos see things rusting, breaking, dissolving, falling apart on a regular basis, far quicker than in a temperate climate. Add a lack of regular maintenance, none trained local maintenance shops and poor Chinese knock off parts and you have a recipe for breakdowns.  You would think that the Thais would know this better than anyone, but they still do unwise things,  like not hosing the dirt and crap off their vehicles, not changing oils and greases for the good stuff and fitting cheap Chinese tyres and local retreads.

Exactly. There would be no demand if ROSPA were to open up shop here. Zero Culture of RTA Prevention. 
20,000 kids 12-19 dead on the roads here every year on small motorbikes. Nothing Done. Karma. Use Amulet.. national disgrace. Adults Die of Stupidity Everywhere but the Kids …….Reborn Soon. Never Mind.

Would it be any different in a poor neighborhood anywhere?

I grew up in the projects in the US

Plenty of shitty cars not being taken care of because it's a cost people can't/won't bear

As an aside about the climate

I was just in Thailand

I use this natural deodorant that is sort of a cardbaord container 

It obviously gets a bit wet when putting it on after a shower 

Just in 2 weeks in Thailand it was getting black mold on the container

Most countries have a vehicle annual testing programme with sever penalties such as vehicle seizure if an untested vehicle is driven on the highway. In the UK for example if I drive my car without a valid MOT test certificate (or tax or insurance) it will very quickly be picked up on an ANPR camera and it is going to cost me a lot of money possibly the vehicle seized and or points on my licence.
