By looking at the scenario and incidents, only two options are here....either get ride of both the families and let the dog live in peace or get rid of the dog and let both the families live in peace.

  No there is one option 

 

You have a dog, you take care of it and make sure it doesn't go the bathroom on people's property 

 

It's that simple

 

We bought a new house and it had been unoccupied for a while

So the neighbors must have been used to letting the dog shit in front of our house and not pick it up
