I wonder why the Thai police have taken no action. Could it be that the Russian lady handed out some 'brown envelopes' or is it just the usual bone idle Royal Thai Police doing nothing unless they are forced into it?

Sad story that we have seen play out so many times. I have the view that this Russian will be pulling in favours from the Russian crime lords who rule Phuket to make this go away.  Sad loss of life.

We dont know whether they did or not, most annoying when the story just fades away, I live 5 minutes from where it happened

Justice for foreigners is neither swift nor free. The cops have nothing to lose by dragging their feet as their reputation for incompetence & corruption precedes them. So they sit on the fence, rubbing their paws together waiting for “direction” on how to best prosecute the case. The lawyer for the parents of the victims would already be explaining the need for “incentives” to grease the wheels. And the lawyer for the Russian driver would already be offering “financial motivation” to influence the investigators so as to minimise the charges.
