In a normal procedure the hotel will ask for ID or Passport when check in. It is easy to verify. Even if a normal person brings in a young girl together, the hotel will always ask to verify the details of the girl. I feel that in this case, the authorities have to look it from an different angle. Why not check the business activities of the hotel also?
