What does a weed shop sell if they can't sell buds and pipes ?

I wouldn't worry too much, at least in tourist spots, weed shops will continue to sell just what they are selling now just as other illegal stuff are sold everywhere like e-cigarettes, prostitution, sex toys, to name a few.

They only legalised it, so they can tax it

And what's the problem with that? It has created loads of jobs and businesses that did not exist before, as well as new tax revenues to inject back into public services. Would you rather it is not legalised so all these jobs and businesses are not created and instead of revenues from it going to public services, it all goes to a few pockets of drug dealers and organised crime?

Will we end up with a system that existed in many US states before?

It seems a bit challenging to put the cat back in the bag now.

However, the fact that it is not reclassified as narcotic indicates this will be a lasting fight for long time.

I have already heard anecdotal comments from bar owners that they have dropped revenues as many tourists who opt for Cannabis does not spend on drinks.

However, I doubt the restaurant businesses have lost money.
