This is called adapting your plans as new facts emerge.

Singapore has some intelligent, skilled, and experienced people in government, unlike Thailand. It is more of a merit based system, unlike Thailand. And they are open minded and smart enough to get outside help, and seek outside counsel, unlike Thailand. In other words, it is a functioning government, unlike Thailand.

Thailand is on the verge of being a failed state, and the people need to make some changes happen, before this place becomes another Burundi, South Sudan, or Malawi. That is where the nation is headed. To the bottom of the world heap.

If Singapore can do this by September with a population of 5.7 million on an island, Phuket will look, with a population of 400.000, on an island, like incompetent foolish fellows on a train heading into a forest and over a cliff into shark infested waters.

But is Mister Wong wrong? Time will tell.
