I would agree, only in part, to that idea, but one cannot dismiss 'rank incompetence'. I don't think that the UK is a very corrupt country, or society, so it's difficult to explain how very many things are much worse there, than in Thailand. I guess that in terms of dysfunction, corruption and sheer incompetence can and do run hand in hand. -
