"Many voiced concerns about the likelihood of the three individuals receiving fair treatment in their quest for justice. The Royal Thai Police (RTP) appeared to be limited in its response, primarily resorting to reassigning corrupt officers rather than pursuing more robust measures."

And it is precisely that lack of any real punishment that is why this sort of extortion and corruption exists within the Royal Thai Police. Seems to me like blackmail and demanding money with menaces plus the assault. Certainly in the UK the offence of blackmail alone can carry a sentence of 14 years in prison.
