The "standard" weight of a passenger has for many years been 75 Kg. But weigh in on check in is nothing new, I have been weighed in quite a few times at check in, although it has always been for domestic flights on smaller aircraft like the  ATR 72's. I recall one flight where the very petite Filipina checking in before me didn't weigh much more than the two bags that I was checking in (I had a lot of scuba gear with me).
