The only way the RTP could gain a measure of trust with everyone is to arrest themselves en masse.

Nice sentiments, but as the chief of police himself admits, the motivation is ‘to create an image’. So, no structural reforms. A good start would be to enshrine an efficient system of collecting taxes and use the money to improve to salaries of police.  
 

In other words give them something to lose by introducing better pay and conditions and cracking down on unprofessional behaviour. Cultural change takes time and introducing professional standards with a salary commensurate to those standards is a starting point.

No 'quick win' to make RTP a trusted organisation. It requires getting rid of pretty much the entire personnel and starting from scratch but before even that the corruption above in government needs to be sorted out before there is even a will to REALLY tackle police corruption,

Perhaps take the muzzle off Big Joke and let him start weeding the wealthy police, or like @ChrisS commented, sort out the corruption up higher than RTP as a start point.

Well if they want a positive good immage then need to go above that for the example, and that is no where near possible as smiley and his puppeteer are no where near above board or honestly in power.
