Australia had success with a gun amnesty in the 1990’s, but if the perpetrator of a firearm has an obsession with guns as has come to light in this case, even the most brilliantly conceived amnesty wouldn’t have prevented the incident at Paragon.

Only very strict rules on gun ownership, such as in the UK or Japan, seem to work - and even then things fall through the cracks sometimes.
