No idea, that's why I asked.  I have never considered that particular perversion to be a 'thing' in Thailand, at least among westerners.

I see it everyday Pinetree Bud but bearing in mind many girls in Pattaya do wear extremely short skirts ( I've been told it's for work) so it's even easier here to get away with.

There are flaws in your story, bud.  The first is that Thai ladies ( not hookers, there is a big difference) wear shorts , over underwear, under skirts, as do Thai female kids, presumably to stop the actions you seem to see everyday (odd that ). They also don't traditionally wear particularly short skirts but leave that to bar girls and free lancers. So I imagine you spend a lot of time among those groups. but I don't see the point of up skirting them, as 100 Baht would get you a shot for free.  Bud
