A warning?  Its been flooding there for millennium.  Warn people living on and adjacent to, the main Thai drainage river.  to prepare for floods?  Really? Unexpected storms??? Its the rainy season Dumbo's, storms here are always expected at this time of year.  What a dim and unnecessary announcement.

City folk, and transplants, may lose touch with the natural rhythms of nature given they are living in a shoe box in a concrete jungle, face down working trying to get by/make money, so time and 'seasons' may not be front of mind.   Just an alternate perspective.  

Can you imagine the potential outrage if he didn't issue the warning and the rain storm flooded parts of BKK?  Why didn't he warn the people?   Grounds for removal/impeachment via Facebook and Tik Tok!  That's the world we live in.   Gotta lead the people based on the lowest common denominator among them, so what seems obvious to you may not be to others.

I'd take a warning over the idiot Mayor of New York's response to their massive flooding yesterday 

When he didn't announce a State of Emergency and was no where to be found earlier in the day
