Similar situation in western Sydney Australia in the 70s - people were dumping dogs they no longer wanted or could not afford. Likewise the authorities sorted it out - and that became the basis across all of Australia. Personally I would like them to do something similar with cats in the West - they do a lot of damage to the local wildlife in urban areas. But because they are not a danger to humans, cats are left alone. -
