Seems like a great idea to me easing the tax burden on these small businesses, of course the larger properties won't like it as it could eat into their profits with guests choosing cheaper smaller properties. Better chance of a bit more money circulating in the Thai economy rather than being engulfed by large multi nationals. Quite surprised though that the larger 'interests' haven't bribed enough people to put a stop to it.

Most of the large multinational hotel chains would be mostly owned by locals 

 

The hotel chains just manage them
