So I think this will only be for licensed Grab cabs? I really don't take app cars here but if it is open to all Grab and the private vehicles then this is going to get ugly.

A way of bringing them into the taxi mafia fold and making sure that they only charge the "approved" rates?

The airport is just reacting on many locals behavior, ordering "Grabs" to the Airport gates!

Now they have another drivers "association", paying the Airport operating fees. Plus the grab prices will have to rise a 100 Baht or such, "because we have to pay the Airport". 

So Grab becomes less cheap, compared to the already stationed taxi mafia. Also lots of that drivers are , either already or now becoming Grab, too.

Win, win, the money stays with the airport and the mafia structures.
